The Seventh Layer of Hell

The Seventh Layer is not simply hot. It is the kind of hot that makes metal armor a liability and the air itself feel like something designed to punish you for being there. Ash fills everything. The sky, to the extent there is one, offers no relief. The landscape shifts between barren plains, regions of violent atmospheric discharge, and fortified positions controlled by archdevils who have spent centuries accumulating the kind of local power that makes a new ruler’s claim feel provisional.

Vladyn seized the layer in a coup, overthrowing Mephistopheles and claiming the sigil of dominion that proves he holds this plane. His control is real but contested. When the party arrived, three archdevils — Mutasafin, Nolknith, and Karanda — still commanded territory and loyalty that Vladyn could not simply erase. The layer is technically his. Whether it obeys him is a different question.

The Ninth Bell, a fortress-city bristling with black stone walls and watchtowers, sits at the edge of Vladyn’s territory. Its bells ring constantly. They toll for executions, which says something about how common executions are. The roads into it are regimented black lava stone, the guards are tar devils, and the magistracy runs on infernal paperwork that cannot quite conceal the fraud happening underneath it.

Role in the Campaign

The party didn’t choose to come here. They fell through a portal and landed in the worst possible place at the worst possible time — in the middle of territory where a giant devil was already irritated and looking for someone to take it out on. Nucky’s parlay call saved their lives and introduced them to Vladyn, who immediately recruited them.

The next several sessions were an extended exercise in infernal politics, deception, and survival. Vladyn put the party through a brutal infernal conditioning — briefly killed and restored each of them — that granted resistance to the plane’s lethal environment and gave them a hell centipede to travel on. Then he sent them after three archdevils who refused to accept his rule.

The approach they settled on was not direct combat but psychological manipulation. They spent sessions baiting Mutasafin’s pride and ambition, playing archdevil factions against each other, and navigating the layer’s social and bureaucratic landscape. Vladyn held the Nihil Shard briefly during this period and returned it changed — Krovuur sensed that whatever had been in it before had been replaced with something darker and more purposeful. The party filed that away as a future problem.

The investigation at the Ninth Bell proved that someone inside Vladyn’s own court was feeding intelligence to agents of the eighth layer — a conspiracy running right through the structure of power the party had been working to shore up. Vladyn rewarded them with writs of safe passage, protection from lesser devils, and a hidden route into the eighth layer.

They left the Seventh Layer having survived it, which is more than most visitors can say. What Vladyn ultimately got from their time there — and what he did to the shard — remained unresolved questions as they descended further.
