Zevron operates at a different altitude than most people the party has met. He arrives through portals into situations that should be surprises and acts like it is all going according to a plan he has not shared with anyone. He and Dragos stepped into the Scarlet Citadel’s ancient dwarven forge chamber in session 30 like it was a Tuesday errand, read the inscription on a massive golden anvil, worked the forge for purposes the party could not fully understand, and left. The message was clear: there are things happening in this campaign that are larger than any single group’s awareness of them, and Zevron is tracking several of them simultaneously.
He appeared again in the context of the Feywild crisis. Elara had contacted both him and Dragos when the crossings started forcing open. They confirmed something serious was happening. They could not stay to solve it. They left it to the party, which the party might have found frustrating if they had not, by that point, understood that Zevron tends to leave problems with people he believes can handle them.
His investigation into the Feywild lunar corruption led him to the village of Tretoria and ultimately connected to the same shard, the same broken moon, and the same set of divine and infernal powers that the party has been navigating ever since. He knew about the Nihil Shard and its dangers before most of the party understood what it was. He understood what the Vitriol Fulcrum represented before the party reached the eighth layer.
Whether he is an ally, a strategist using the party as a moving piece, or something in between has never been entirely clear. What is clear is that his presence at any given moment signals that the thing currently happening is important enough to have attracted his attention. That has never been a comfort.
